We are looking Technical Support Help Desk Service USA (Virginia)

Government Authority located in Virginia; USA looking for expert vendor for Technical Support Help Desk Service.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide Technical Support Help Desk Service for Government Authority.
(2) A pre proposal conference will be held on August 21, 2012.
(3) Contract period shall be from January 1, 2013 through December 31, 2015 and it may extend for two (2) additional one year periods.
(4) Authority communicates with its customers via the telephone, email, chat, and walk-up services.  
(5) Vendor should provide these services from:
- Monday through Friday - 9:00 p.m. to 8:00 a.m. (the next morning);
- Saturday through Monday - 4:00 p.m. to 8:00 a.m. (Monday morning);
- Holiday periods - to provide support until 8:00 a.m. next business day.
(6) Vendor should answer phone calls within 5 rings and respond to email or voice mail messages within 1 hour of receipt of messages.  
[C] Work Performance:
Performance of the work will be offsite. Vendor needs to carry work in their office location.
[D] Eligibility:    
- Onshore (USA Only)
